UBCT Telecommunications Standards and Specifications

Telecommunications activity at UBCT shall comply with property management requirements some of which are outlined in this document.  It is the intent of UBCT Property Management to enhance, protect, and maintain common telecommunications facilities that provide reliable and robust broadband services to our tenants in a carrier neutral environment.  To meet this goal, UBCT has instituted a maintenance and tracking program aimed at inspection, protection and enhancement of our telecommunications infrastructure.  All telecommunications work accomplished shall be performed in a neat and orderly manner while meeting all UBCT requirements listed below.

This document provides policies and guidelines for telecommunications carriers, installation contractors/vendors, and tenants.
  
1. Telecom Space Access:

  • Only contractors listed on the Approved Telecom Space Access list shall be granted access to common telecom spaces.
  • Security shall direct any contractor not on the approved access list to UBCT's property management.
  • Requesting contractors/vendors must fill out a Telecom Access Form to be placed on the approved access list.  Be advised, all work performed by contractors will be inspected for quality control purposes. Any work found in non-compliance with UBCT Standards will be red tagged and contractor will be required to correct the situation within 72 hours.

2. Scheduling Work:

  • Scheduling work to be accomplished in common telecom spaces shall be coordinated through UBCT's Tenant Services Office, at (503) 224-1882, during the hours of 8:00 A.M. to 4:00 P.M., Monday through Friday.
  • Emergency access to telecom spaces can be obtained by calling (503) 223-4777 after normal working hours.  Security will then have to obtain emergency permission for telecom space access from a property manager.  Only approved telecom contractors will be granted access in an emergency situation.  Security will then have to obtain emergency permission for telecom space access from a property manager. 

3. Check-In:

  • Approved contractors requesting access to telecom spaces shall check in at the security desk to obtain keys, required documentation and log in.
  • Contractor employees shall complete the Telecommunication Work Tracking Form at the security desk, identifying the contractor company, employee name, location(s) and type(s) of work to be accomplished.
  • Picture ID (Company ID or Drivers License) is required to verify contractor/vendor identity.  The individual's ID shall be left at the security desk in exchange for telecom space keys.
  • All contractor employees working on telecom equipment and systems are required to be a licensed STATE of OREGON Low Voltage Electrician.
  • Personal ID shall be returned after accomplishment of work, completion of the Telecommunication Work Tracking Form, and return of all telecom space keys.

4. Installations:

  • All installations shall comply with building codes, National Electric Code (NEC), National Electric Safety Code (NESC), National Fire Protection Association (NFPA) requirements and recommendations, Network Equipment-Building System (NEBS), and Telecommunications Industry Association (TIA)/Electronic Industry Association (EIA) standards.
  • Installation of new vertical riser cables, conduit, or active hardware shall receive prior approval from UBCT Property Management prior to installation. 
  • Interconnections between tenants, carriers and customers shall be accomplhished in the Meet-Me-Room (MMR).  Running of random cables between floors shall be avoided whenever possible.
  • All vertical riser cables or backbone cables shall be labeled at each terminating end and in each telecom closet.
  • Cabling that is separate from the risers and passes through one or more floors shall be clearly labeled on all floors.
  • Fire stopping materials shall be installed where required.

  • Any special conditions or specifications for cabinets and other hardware must be pre-approved by UBCT Property Management.
  • All installations are to be scheduled through the UBCT Property Management office by calling (503) 224-1882 between 8:00 a.m. and 4:00 p.m., Monday through Friday.
  • SECURITY - Security is provided with multiple on duty security guards at all times; 7x24 access to the Colocation Facility shall only occur by providing UBCT Security Guards with company identification, and one other form of picture ID and signature to access log; Security Guard will then provide access to the Colocation Facility.
  • For after hours emergencies call (503) 223-4777.
  • UBCT provides cable racks and cable management system within the CF.
  • Members shall provide all equipment within the cabinet.
  • All cabling shall be labeled to meet UBCT identification requirements.
  • All cables and wires shall be placed in the cable management system, and secured in a professional and orderly manner.
  • Each Licensee must lease and maintain its own cabinet within the CF.
  • Interconnections between cabinets leased by separate companies must perform these cross connects in the Meet-Me-Room.
  • Direct connection from a tenant's premises outside the CF to another CF Members panel is NOT allowed.  Interconnections shall be performed in the Meet-Me-Room only.
  • All installations are to comply with building codes, National Electric Code (NEC), National Electric Safety Code (NESC), National Fire Protection Association (NFPA) requirements and recommendations, Network Equipment-Building Systems (NEBS), and TIA/EIA standards. 
  • Each Cabinet must be identified with a card listing company name, location, and 24-hour emergency phone number.
  • Pre-approved installers must perform all installations.
  • Owners may have their technicians pre-approved

Services List

  1. UBCT shall provide the tenant with cabinet:
    Chatsworth M-SERIES Megaframe cabinet, 84" H x 31.32" W x 39.62" D

  2. One dedicated 20 Amp circuit, with a four receptacle outlet per leased cabinet
  3. DC power may be purchased separately from UBCT
  4. HVAC is provided
  5. Fire suppression is provided
  6. Cable trays, cable ladder runways and wire management hardware will be provided
  7. Security protocols for access managed by 7x24 security guards; multiple security guars on site at all times to provide managed access
  8. Access to riser shafts
  9. Static tile floor covering

 

UBCT Meet-Me-Room (MMR) Specifications and Standards

The Union Bank of California Tower (UBCT) is the first established telecom hotel in Oregon.  UBCT has a "carrier neutral" telecom hotel status to ensure autonomy in connections to consumers, carriers and tenants.  UBCT has established a Meet-Me-Room to enhance the long-term strategy of this carrier neutral status.  The MMR specifications and standards establish working methods for "Members" in the Meet-Me-Room (MMR) to work together in a secure environment.

The UBCT MMR is a "Carrier Neutral" facility.

Meet-Me-Room:
· Standard of patch panel manufacture, type and model numbers
· How to connect
· Install quality
· Procedures for access, etc
· Records keeping
· Procedures for cross-connects

  1. All participants in the MMR will be identified as MMR Members. 
  2. All installations are to be scheduled through the UBCT Property Management office by calling (503) 224-1882 between 8:00 a.m. and 4:00 p.m., Monday through Friday.
  3. For after hours emergency access call (503) 223-4777.
  4. UBCT provides floor racks and cable management system within the MMR.  Members provide all equipment, cable and connections pursuant to the specifications and requirements listed below.
  5. All Panels are to be installed from bottom up, reference TIA/EIA 606, and BICSI TDMM 23-26.
  6. All cabling shall be labeled to meet UBCT Cross-Connect, & Equipment Identification Scheme requirements.
  7. The UBCT MMR and cross-connect room is a Standard density environment to maximize cable management issues in this shared common space.  Please be aware that the UBCT has provided sufficient space for future expansion of the cross-connect facilities.  The Tenants are required to conform to the standard density configurations as specified.
  8. DS1 Panel Specification:
    Telect chassis: DS1, 010-0000-4006, DSX-1 Telemix/4000 Series chassis, 14 module capacity, 56 terminations, 19"W x 5.25"H x 10.5"D
    Telect module: DS1, 010-4004-0000, DSX-1 Telemix/4000 Series module, Telemix 4000 series module, Red LEDs, 4 terminations, 14 modules per chassis.
    The Telect DS1 chassis can be ordered complete with 14 modules installed using product number 010-4056-4006.
  9. DS3 Panel Specification:
    ü Telect chassis: DS3, 010-0000-1401, DSX-3 Broadband chassis, BNC connectors, pinjacks, 24 positions, 23"W x 4"H x 8.3"D, Rear IO-Rear X-Connect. 

    Telect module: DS3 Broadband module, 010-8401-0401, Mini-WECO jacks, Red LEDs, DUAL MON/OUT/IN, white, 4 ports, 24 modules per chassis
  10. Singlemode and Multimode Fiber Specification:
    1. ADC's FL1000 rack-mount Panel, 12 Positions or 24 Positions, Black, FL1-D, Termination Only, designed to be mounted within standard 19- or 23- inch EIA equipment racks, left/right orientation of the individual angled adapters and retainers.  FL1000 fanning panel offers an effective and safe means of routing jumpers within a multi-use communications rack.  
    2. SC adaptor (simplex) for both singlemode and multimode.  Use standard yellow jumpers for singlemode and standard orange jumpers for multimode. 
    3. All panels are to be installed from bottom to top, reference TIA/EIA 606, and BICSI TDMM 23-26. 
    4. MMR Members shall be charged per 12 position fiber optic termination ports
  11. Separate racks are provided for each of the following circuit types:
    DS1
    DS3
    Multimode Fiber
    Singlemode Fiber
  12. All cables and wires shall be placed in the cable management system, and secured in a professional and orderly manner.
  13. Each Member must have its own panel within the MMR.  Members shall cross-connect to one-another with patch cords from one Member's panel to the other Member's panel.  Cross connections, connections, splices, etc between carriers, tenants and customers shall only be performed within the space and guidelines of the MMR only.  
  14. Direct connection from a tenant's premises outside the MMR to another MMR Members panel is NOT allowed.
  15. All installations are to comply with building codes, National Electric Code (NEC), National Electric Safety Code (NESC), National Fire Protection Association (NFPA) requirements and recommendations, Network Equipment-Building Systems (NEBS), and TIA/EIA standards. 
  16. Each panel must be identified with a card listing company name, location, and 24-hour emergency phone number.
  17. Pre-approved installers must perform all installations.

    · UBCT shall inspect all new installations and reserves the right to have the members re-wire any panels
